APRIL: CHILD ABUSE PREVENTION MONTH (Bulletin Materials)** -NEW
April is National Child Abuse Prevention Month. It serves as an annual reminder of the importance of families and communities working together to prevent child abuse and neglect. The Catholic Church remains dedicated to being at the forefront of raising awareness about the scourge of child abuse, implementing the best policies and procedures to protect children from potential abusers, and working with professionals to bring healing to those who have been abused. During the month of April, you are encouraged to visit the diocesan safe environment webpage (https://doy.org/safe-environment/), where you will find reporting resources and access to our free online safe environment VIRTUS training. This online training provides information about the signs and symptoms of abuse and what steps you can take to prevent and/or report it.
Please take time this month to pray A Prayer for Healing Victims of Abuse, which is provided by the United States Conference of Catholic Bishops.
God of endless love, ever caring, ever strong, always present, always just: You gave your only Son to save us by his blood on the cross. Gentle Jesus, shepherd of peace, join to your own suffering the pain of all who have been hurt in body, mind, and spirit by those who betrayed the trust placed in them. Hear the cries of our brothers and sisters who have been gravely harmed, and the cries of those who love them. Soothe their restless hearts with hope, steady their shaken spirits with faith. Grant them justice for their cause, enlightened by your truth. Holy Spirit, comforter of hearts, heal your people’s wounds and transform brokenness into wholeness. Grant us the courage and wisdom, humility and grace, to act with justice. Breathe wisdom into our prayers and labors. Grant that all harmed by abuse may find peace in justice. We ask this through Christ, our Lord. Amen.

One or more of the following petitions should be included with your Universal Prayers on the weekend of Sunday, April 16th, 23rd, or 30th.
For victims of child abuse and neglect, may God help to free them so that they may live safely in the peace of Christ….we pray to the Lord.
For children suffering physical, emotional, or sexual abuse, may they be delivered into the compassion of the Lord….we pray to the Lord.
For all victims, may they feel neither guilt nor shame, but have the courage to seek help in order to free themselves from all that ails them….we pray to the Lord.
For perpetrators of child abuse or neglect that they may stop and seek professional help….we pray to the Lord.
For those who witness abuse or neglect, that they may understand that abusive behavior is never an expression of love, is never acceptable, and must never be tolerated….we pray to the Lord.
For our community of faith, that we may become compassionate and sensitive towards victims as Jesus would be….we pray to the Lord.
For an end to all child abuse and neglect, that all of us may be an instrument of peace, a beacon of light, and source of healing….we pray to the Lord.

Who needs to be compliant?
- All active clergy, religious, seminarians, and persons in formation are required to be compliant.
- All employees in parishes, schools, and institutions, including the Diocesan Central Offices, are required to be compliant regardless of their level of contact with children or vulnerable adults.
- Any volunteer who has unsupervised access to a child or vulnerable adult, or who works directly with a child or vulnerable adult, or who is responsible for a child or vulnerable adult on behalf of the Diocese, must be compliant.
Compliance Requirements (Available on the Safe Environment Page)
- VIRTUS Account Creation and VIRTUS Training
- Visit the Safe Environment page on the diocesan website to create an account and complete the online training in either English or Spanish.
- If you completed VIRTUS in a different diocese you can transfer or mirror your account by emailing a request to the VIRTUS online help desk (helpdesk@virtus.org). Please include your full name, email address, original diocese and new diocese, your new parish / school, plus a phone number in case they need to contact you.
- VIRTUS training is valid for five years. An online recertification module is required every five years to maintain compliance.
- Aside from VIRTUS, child/vulnerable adult protection in-service or online courses from other agencies, employers, dioceses, Scouts, etc., are not valid for compliance in the Diocese of Youngstown.
- Authorization & Verification and Acknowledgement Form (Appendix 9)
- Visit the Safe Environment page on the diocesan website to review an electronic copy of the Safe Environment Policy.
- After you have reviewed this policy, print a copy of Appendix 9. Both pages must be completed, and the document requires a witness signature for validity. The witness can be anyone.
- The original must be submitted to the Compliance Officer at your parish, school, or institution. The Compliance Officer will forward a copy to the diocesan Safe Environment Coordinator.
- Appendix 9 may not be edited. If any lines of text are removed, crossed off, or altered, the document is not valid for compliance.
- Fingerprinting and Background Checks
- Visit the Safe Environment page on the diocesan website to review our background check requirements, codes, and instructions, a background check location finder, and a list of criminal offenses that automatically disqualify an applicant from working with children or vulnerable adults.
- A BCI or BCI/FBI background check is required for compliance. In extraordinary circumstances, the Office of Safe Environment reserves the right to alter background check requirements for individuals, unless the requirements are stipulated by the State of Ohio. This includes the right to require background checks from other background check providers besides the Civilian Identification Office.
- Background checks are valid for five years and must be renewed to maintain compliance.
- The Civilian Identification Office must send the BCI and/or FBI background check results directly to the Office of Safe Environment at the Diocese. This needs to be communicated to the person doing the background check: Catholic Diocese of Youngstown, Attn: Office of Safe Environment, 144 West Wood Street, Youngstown, OH 44503
- If background check results are sent to the wrong location, they are not valid for compliance. Additionally, background checks completed for other agencies, employers, dioceses, public schools, certifications, etc., or in other States, are not valid for compliance in the Diocese of Youngstown.
A person is not compliant until their VIRTUS account notes the dates of completion for all three compliance requirements (VIRTUS Training, Appendix 9, Background Check).
Updating Information
Compliance Officers must submit a Change of Location Form to the Safe Environment Coordinator to add a new person to their Safe Environment Master Report or to request records from other locations. Individuals can be removed/inactivated by emailing the Safe Environment Coordinator. Compliance Officers should monitor the compliance status of individuals at their location via the VIRTUS database.
Reporting Child/Vulnerable Adult Abuse or Other Policy Violations
If you or someone you know has been abused at any time by a priest, deacon, religious, seminarian, person in formation, employee or volunteer of the Diocese of Youngstown, or if you believe that abuse has occurred or is currently occurring, contact civil authorities and also Mr. Dominic Colucy, Victim Assistance Coordinator, (office) 330-744-8451 x293 or (response line) 330-718-1388.

Letters of Suitability
Please note that no priest or deacon may exercise ministry within the Diocese of Youngstown without being granted faculties/permission by the bishop. It is the obligation of the pastor of the parish where ministry or speaking engagement will occur (or other responsible person outside a parish setting) to ensure that the visiting cleric has obtained a letter of suitability. Without such a letter, the Diocese, the parish or school and the pastor or president could become legally liable should any wrongdoing occur.
The visiting cleric himself should ask his bishop or religious superior to send a letter of suitability to Bishop Bonnar. Letters of suitability are to be sent from one bishop/superior to another, not directly to a parish, since it is the bishop who is responsible for determining a cleric’s suitability for ministry.

All are invited to join the second half of the Diocesan Year of Eucharistic Revival with opportunities for Eucharistic Adoration and Holy Hours in a different county of the diocese each month. This year we are adding a special collection for Seminarians. With the added number of vocations and ordinations this year, we are in the midst of a good problem. The cost of tuition, room and board, and books, takes a considerable amount of money.
For the benefit of their formation, our seminarians are not allowed to hold outside jobs during the summer, but are assigned parish ministry. During the year, they assist at diocesan events and speak at parishes and schools. For this work, we also help them with fuel and mileage reimbursements. Some seminarians also take on private tutoring in Spanish to help them in their ministry assignments. Your donations will be used to cover these costs.

Prayer Service at St. Columba Cathedral to Honor Legacy of St. Stanislaus Parish (Bulletin Materials)** -NEW
Bishop Bonnar will lead prayer service to honor legacy of St. Stanislaus Parish on April 2 at 1:00pm
On Sunday, Apr 2, 2023, at 1:00 p.m., at St. Columba Cathedral and Parish Hall, The Most Rev. David J. Bonnar, Bishop of Youngstown, will lead a prayer service and program for the people who once belonged to St. Stanislaus Parish, Youngstown. The service will be in thanksgiving for the parish that served many Polish families and others of the area from 1902 until it closed in 2021. The program will feature a short video history of the parish, a report on the parish archives, and will include the distribution of materials from the church – books, holy cards, memorial bricks, and devotional items, especially those that relate to the Polish culture that nurtured parish life for generations.

St. Stanislaus Parish was organized in 1902 when the Polish-speaking parishioners of St. Columba Parish had reached such a number that a Polish-speaking priest, Rev. Charles Ruszkowski, was appointed as administrator for them. They continued to meet in St. Columba Church until eighty families built their own church on Youngstown’s South Side in 1904. As their numbers increased, they outgrew that structure and built the one presently on Williamson Avenue in 1925. The parish was active through the 20th century in honoring Polish cultural and religious traditions, and helping to resettle immigrants and refugees. Many in the community remember fondly their renowned weekly pierogi sales, which lasted for 40 years. With a dwindling population, parish programming and Masses came to an end in 2020, and the church was formally closed in 2021.

Canonical Services: Tribunal
Tribunal In-Service Available
The Tribunal staff has made available an ongoing, in-service for pastors, associates, deacons, religious, directors of religious education, religious education coordinators and counselors in order to prepare them in facilitating pleas for nullity for persons within the community whose marriages have broken down and who may be seeking a second union recognized by the Church.
The in-service focuses on preparation of case histories, compilation of documents, witnesses and determining of the appropriate grounds of nullity. Covered also are other types of nullity procedures.
Size of the in-service is in small groups of between 8-12 participants and generally runs approximately two hours. The in-service is offered at either the offices of the Tribunal of the Diocese of Youngstown or at a parish in the Canton area.
Interested parties, who have not already registered or who need a “refresher” should call the Tribunal at (330) 744-8451, ext. 252, to have their names placed on the registrant list. You would then be contacted when there are at least eight registrants for a particular location.

CATHOLIC RELIEF SERVICES – RICE BOWL – LOCAL GRANT OPPORTUNITY -NEW
CRS Rice Bowl is the official Lenten program of Catholic Relief Services, the official overseas international relief and development agency of the United States Bishops. It was created in 1975 with the goal of entering into solidarity with our brothers and sisters overseas through prayer, fasting, learning, and giving. This Lenten program is conducted in Catholic parishes and schools throughout the Diocese of Youngstown. Seventy-five percent of the funds raised are sent to CRS for international development projects; twenty-five percent of CRS Rice Bowl supports local programs and initiatives that address hunger and poverty.
Local groups and organizations are encouraged to apply for grants that will alleviate hunger and poverty in your community. Guidelines are as follows:
- The project requesting funds must be operated within the geographical boundaries of the Diocese of Youngstown.
- Projects must be consistent with Catholic moral and social teaching.
- Recipient must be a not-for-profit organization.
- The project requesting funds should make an immediate impact to alleviate poverty and hunger within the Diocese of Youngstown.
- Grants are made on an annual basis only.
Completed applications (including required attachments) must be submitted by July 31, 2023.
Grants will be awarded by September 15, 2023. If you would like to receive an application, please send your request via email to charities@youngstowndiocese.org and an application will be returned to you.

The Communications Department is quickly updating the DOY Catholic Directory for 2023. An immense THANK YOU to the many parishes, offices, and other Catholic organizations that have responded in a timely way. If you have not already, send any Directory updates ASAP to communications@youngstowndiocese.org.
Our first 2023 version will be released this spring as a PDF available for free to all parishes, schools, and diocesan entities. Aware that most staffing changes happen over the summer, we will contact organizations again in July 2023 to print an updated DOY Catholic Directory in early Fall. Office of Pro-Life, Marriage, and Family Life (Bulletin Materials) -NEW
1. Dangerous Proposed Amendment to Ohio Constitution would Enshrine & Expand Abortion -NEW
The Catholic Bishops of Ohio have issued a letter about a proposed amendment to Ohio’s Constitution for the November 2023 ballot which threatens life in its earliest stages (see “Attachments” section of this Communique). The Bishops strongly encourage Catholics and all people of good will in Ohio to work against including the proposed amendment for the November ballot and, if it appears on the ballot, vote against the amendment to prevent countless deaths of preborn, innocent children.
The Catholic Conference of Ohio is working with dioceses to coordinate a campaign to promote the dignity of life at every parish in Ohio. They will also collaborate with other Ohio organizations to defeat the amendment. More information and materials will become available as they mobilize to oppose the proposed amendment in the months ahead.
This dangerous and extreme amendment would annihilate parental rights and measures currently in place to protect young girls. It would abolish current Ohio law guaranteeing parental involvement before any abortion is performed on their minor daughter. It also removes critical health and safety protections for Ohio women that are currently in place. If this amendment passes the wellbeing of Ohio’s women and girls would be sacrificed so that the abortion industry can bring to Ohio painful abortions up until the moment of birth.

2. Please Pray for the Defeat of the Proposed Pro-Abortion Amendment to the Ohio Constitution (Bulletin Materials) -NEW
Pro-abortion groups are proposing an amendment to the Ohio Constitution which would enshrine and expand abortion at the expense of protections for preborn children and women. Please pray at 7:14 a.m. and 7:14 p.m. each day until the amendment is defeated. Why 7:14? Because II Chronicles 7:14 says:
If then my people, upon whom my name has been pronounced, humble themselves and pray, and seek my face and turn from their evil ways, I will hear them from heaven and pardon their sins and heal their land.
In response to the proposed pro-abortion amendment, our Catholic Bishops of Ohio have said:
The Church must not be silent and cannot remain on the sidelines when confronted with such a clear threat to human life. This proposal demands a response, and we strongly encourage Catholics and all people of good will in Ohio to work against including the proposed amendment for the November ballot and, if it appears on the ballot, vote against the amendment to prevent countless deaths of preborn, innocent children.
The Catholic Bishops of Ohio conclude their letter with the following prayer:
God our loving Father,
grant wisdom to those who govern us,
compassion and courage to those who work to defend human life,
and safety and care to every human being.
For you alone who formed us in our mothers’ wombs,
and who call us home to heaven,
are God, for ever and ever. Amen.
3. Appointing or Renewing a Parish Pro-Life Representative -NEW DEADLINE
A month ago, pastors, administrators and diocesan pastoral associates were mailed a letter asking them to appoint or renew a Parish Pro-Life Representative. The chief responsibility of the representative is to serve as a liaison between their parish and the Office of Pro-Life, Marriage and Family Life in matters pertaining to the respect life teaching of the Church. Thanks to those parishes that already responded. Any questions in this regard may be directed to Dave Schmidt at dschmidt@youngstowndiocese.org or 330-744-8451 ext.272.
This year we are making this request earlier than usual because current circumstances warrant that we update our lists immediately. As stated in the aforementioned letter from our Ohio Bishops: “the dignity of life in its earliest stages is threatened by groups proposing an amendment to Ohio’s Constitution for the November 2023 ballot that would enshrine and expand abortion at the expense of protections for preborn children and women.” As our diocese collaborates with the Catholic Conference of Ohio to address this threat to human life, the role of the Parish Pro-Life Representative will be helpful “as we mobilize to oppose the proposed amendment on the November 2023 ballot.”
4. Walking with Moms in Need
In March, Bishop Bonnar wrote to all pastors encouraging the implementation of Walking with Moms in Need in their parishes. This initiative from the USCCB is to help parishes come alongside and accompany pregnant and parenting mothers facing difficulties. The Office of Pro-Life, Marriage and Family Life is piloting Walking with Moms in Need in the Eastern Stark County Region of our diocese and has held information meetings in Mahoning, Stark and Portage Counties. The scriptures present many opportunities to convey the Gospel of life. Below are a few examples.

The Wedding Anniversary Celebration will include Mass with the Most Reverend David J. Bonnar, Bishop of Youngstown, renewal of marriage vows, a personalized certificate for each couple and a light reception for the couples and their families in the cathedral hall. Lenten Season Regulations
All Catholic are encouraged to participate in the traditional Lenten practice of prayer, sacrifice, and almsgiving. Ash Wednesday and Good Friday are days of fast and abstinence – one full meal and two smaller meals for persons 18 to 59 years of age; no meat for persons 14 years and older. All Fridays during Lent are days of abstinence – no meat for persons 14 years and older. There is no obligation to fast during the weekdays of Lent; however, voluntary acts of self-denial are encouraged.
Chrism Mass – April 4, 2023-NEW
The Chrism Mass will be celebrated on Tuesday, April 4, 2023, at 10:30 a.m. in Saint Columba Cathedral. All clergy are invited to concelebrate and parishes are welcomed to send delegations of 5-7 people. After the Chrism Mass, parishes are invited to obtain the holy oils for use in their parish. Since there is a provision in the rite for priests to bless the oil of the sick and oil of catechumens, there is concern regarding the sacred chrism. It is recommended that an appropriate amount of sacred chrism be taken sufficient for parish needs. If a substantial amount of sacred oil is being disposed of each year, please adjust the amount taken. Oils will be distributed in Saint Columba Parish Hall after the Chrism Mass.
Celebrating the Paschal Triduum (Multiple Parishes/Locations)
The Office of Worship recently produced guidance and directives for the celebration of the Paschal Triduum in the circumstance of merged parishes; parishes with multiple worship sites; multiple parishes served by a single pastor. Easter Vigil – April 8, 2023
The Easter Vigil will be on Saturday, April 8, 2023. The Roman Missal states that, “the entire celebration of the Easter Vigil must take place during the night, so that it begins after nightfall…” Furthermore, the Priest Policy Handbook states that the Easter Vigil “is not to take place at the time of the ordinary anticipated Mass for Sunday,” (cf. Faculties and Permissions, Section V, pg. 10). In the Diocese of Youngstown, sunset on April 8, 2023, will be at 7:54 p.m. and the end of civil twilight will be at 8:23 p.m. It is current diocesan policy that the starting time for the Easter Vigil throughout the diocese be at 8:00 p.m. or later. This starting time respects the current liturgical guidelines and diocesan policy. Furthermore it makes the Easter Vigil distinctive from the ordinary anticipated Mass for Sunday and alleviates any confusion among parishes. Therefore the Easter Vigil is not to begin before 8:00 p.m. Please note that because daylight savings time begins each year in early March, the recommended start time of Easter Vigil will never be before 8 p.m.
Confirmation of Baptized Catholics at the Easter Vigil
Priests are reminded that the Rite of Christian Initiation of Adults gives them the faculty to confirm catechumens and candidates at the Easter Vigil. However, if there are persons who are baptized Catholic and completing their initiation at the Easter Vigil, the pastor must request permission of Bishop David J. Bonnar to confirm them. A letter of request stating the names of only those individuals who were baptized Catholic and who will be confirmed at the Easter Vigil should be sent to the Bishop’s Office as soon as possible.

The 2023 National Meeting of the Federation of Diocesan Liturgical Commissions (FDLC) will be October 10-12, 2023 at the Netherland Hilton Hotel in downtown Cincinnati. Good Samaritan Scholarship Fund (Bulletin Materials)**

As a result of legislation passed in 2021, Ohio taxpayers who wish to support Catholic education in Ohio now have the opportunity to receive an income tax credit. The Office of Catholic Schools is excited to announce the availability of additional financial assistance through the newly established Scholarship Granted Organization (SGO): Good Samaritan Scholarship Fund. Donations to the Good Samaritan Scholarship Fund will be utilized to award scholarships to students attending Catholic schools in the Diocese of Youngstown with a priority to support low-income families that seek high quality educational opportunities for their children.
After a soft opening of the Good Samaritan Scholarship Fund in December of 2022, the Fund has $290,000 available to distribute to families for the 2023-2024 school year. To apply for tuition assistance for the 2023-24 school year, families must use the FACTS tuition management system to complete the application at https://online.factsmgt.com/aid. The application period is from December 1st through March 1st, 2023, with the awards announced in early May.
Donations received between January 1, 2023 and December 31, 2023 will be used to fund tuition assistance for the 2024-2025 school year. With a heart full of music and a voice full of praise, 25-year-old Taylor Tripodi from Cleveland, Ohio, is on a mission to put people in an encounter with truth, goodness, and beauty. Ms. Tripodi graduated from Franciscan University in 2016 as a Catechetics and Theology major and, after doing youth ministry for 2 years, is now a full-time musician, singer, songwriter, and worship leader. Her music has led her all around the country and even as far as the Holy Land. She recently began writing blogs for Ascension Press and, as the oldest of nine, she knows the importance of speaking out in order for your voice to be heard. Ms. Tripodi maintains that there are many voices in our world and in our minds every day vying for our attention, but the one voice that we must truly lean into is the voice of God.
Taylor Tripodi will present “And the Greatest of These Is … Hope,” at Avion on the Water Banquet Center, 2177 W. Western Reserve Road in Canfield.

Dr. Ben Safranski (DRE) will be hosting a Bible Study on the Eucharist at Christ Our Savior in Struthers. He will work through many passages that teach us about the Eucharist, from Genesis to Revelation. Bible Study will be Tuesdays at 6 p.m. and Thursdays at 9 a.m. in the lower church at St. Nicholas, starting February 7th and concluding on May 25th. Mahoning County | Vermicomposting in the Community Garden | St. Patrick’s Parish (Youngstown) -NEW
Over 20 honors students from YSU completing their community service project in the gardens at St. Patrick’s. The students and the church have teamed up to create the city’s first worm farm. Worm farms are scientifically called vermicomposting. These worms will produce rich organic material to use as a compost in the church’s community gardens on Cleveland Street. The students will build, stock and sustain these farms and put together a presentation on their work to the Honors College and Youngstown Community in the spring.
Plots in the community garden are available to anyone!
