Who needs to be compliant?
- All active clergy, religious, seminarians, and persons in formation are required to be compliant.
- All employees in parishes, schools, and institutions, including the Diocesan Central Offices, are required to be compliant regardless of their level of contact with children or vulnerable adults.
- Any volunteer who has unsupervised access to a child or vulnerable adult, or who works directly with a child or vulnerable adult, or who is responsible for a child or vulnerable adult on behalf of the Diocese, must be compliant.
Compliance Requirements
- VIRTUS Account Creation and VIRTUS Training
- Visit the Safe Environment page on the diocesan websiteto create an account and complete the online training in either English or Spanish.
- If you completed VIRTUS in a different diocese you can transfer or mirror your account by emailing a request to the VIRTUS online help desk (helpdesk@virtus.org). Please include your full name, email address, original diocese and new diocese, your new parish / school, plus a phone number in case they need to contact you.
- VIRTUS training is valid for five years. An online recertification module is required every five years to maintain compliance.
- Aside from VIRTUS, child/vulnerable adult protection in-service or online courses from other agencies, employers, dioceses, Scouts, etc., are notvalid for compliance in the Diocese of Youngstown.
2. Authorization & Verification and Acknowledgement Form (Appendix 9)
- Visit the Safe Environment page on the diocesan websiteto review an electronic copy of the Safe Environment Policy.
- After you have reviewed this policy, print a copy of Appendix 9. Both pages must be completed, and the document requires a witness signature for validity. The witness can be anyone.
- The original must be submitted to the Compliance Officer at your parish, school, or institution. The Compliance Officer will forward a copy to the diocesan Safe Environment Coordinator.
- Appendix 9 may not be edited. If any lines of text are removed, crossed off, or altered, the document is not valid for compliance.
3. Fingerprinting and Background Checks
- Visit the Safe Environment page on the diocesan websiteto review our background check requirements, codes, and instructions, a background check location finder, and a list of criminal offenses that automatically disqualify an applicant from working with children or vulnerable adults.
- A BCI or BCI/FBI background check is required for compliance. In extraordinary circumstances, the Office of Safe Environment reserves the right to alter background check requirements for individuals, unless the requirements are stipulated by the State of Ohio. This includes the right to require background checks from other background check providers besides the Civilian Identification Office.
- Background checks are valid for five years and must be renewed to maintain compliance.
- The Civilian Identification Office must send the BCI and/or FBI background check results directly to the Office of Safe Environment at the Diocese. This needs to be communicated to the person doing the background check: Catholic Diocese of Youngstown, Attn: Office of Safe Environment, 144 West Wood Street, Youngstown, OH 44503
- If background check results are sent to the wrong location, they are not valid for compliance. Additionally, background checks completed for other agencies, employers, dioceses, public schools, certifications, etc., or in other States, are not valid for compliance in the Diocese of Youngstown.
A person is not compliant until their VIRTUS account notes the dates of completion for all three compliance requirements (VIRTUS Training, Appendix 9, Background Check).
Updating Information
Compliance Officers must submit a Change of Location Form to the Safe Environment Coordinator to add a new person to their Safe Environment Master Report or to request records from other locations. Individuals can be removed/inactivated by emailing the Safe Environment Coordinator. Compliance Officers should monitor the compliance status of individuals at their location via the VIRTUS database.
Reporting Child/Vulnerable Adult Abuse
If you or someone you know has been abused at any time by a priest, deacon, religious, seminarian, person in formation, employee or volunteer of the Diocese of Youngstown, or if you believe that abuse has occurred or is currently occurring, contact civil authorities and also Mr. Dominic Colucy, Safe Environment Coordinator/Victim Assistance Coordinator, (office) 330-744-8451 x293 or (response line) 330-718-1388.

Please note that no priest or deacon may exercise ministry within the Diocese of Youngstown without being granted faculties/permission by the bishop. It is the obligation of the pastor of the parish where ministry or speaking engagement will occur (or other responsible person outside a parish setting) to ensure that the visiting cleric has obtained a letter of suitability. Without such a letter, the Diocese, the parish or school and the pastor or president could become legally liable should any wrongdoing occur.
The visiting cleric himself should ask his bishop or religious superior to send a letter of suitability to Bishop Bonnar. Letters of suitability are to be sent from one bishop/superior to another, not directly to a parish, since it is the bishop who is responsible for determining a cleric’s suitability for ministry.

Letter of Suitability Request Now Online
Very Rev. Balash would like to announce a new easier way for diocesan clergy to request a letter of suitability in the event you are engaging in ministry outside of the diocese. A new electronic request form is now available on the Diocesan website at:

Fill out the form completely and click “Submit.”
The completed form and request will be sent directly to the Office of Clergy
Services.
Note: All information must be included in the request for a letter of suitability to be processed. It is asked that you submit your request at least 2 weeks in advance or earlier so that proper notification can be sent to the diocese and parish location that you will perform your ministry.

Parish Year of Eucharistic Revival -UPDATED
The parish year of the Eucharistic Revival has begun! Every parish has been asked to intentionally focus on the Eucharist this year by drawing greater attention to this wondrous gift.
Bishop Bonnar has requested that parishes engage in Eucharistic Adoration and form small faith sharing groups. Look for information from Fr. Jack Lavelle and Fr. The National Eucharistic Congress in Indianapolis is scheduled for July 17-21, 2024.
Bishop Bonnar secured one hundred and twenty-five tickets for the National Eucharistic Congress. This gives an opportunity for parish leaders who are involved in the small faith-sharing groups, or parishioners who have an interest, to travel with us to Indianapolis for a five-day event of community, worship, and fun.
The NEC flyer in this month’s Attachments folder provides additional information and an updated QR code where participants can register now. We recommend you provide this flyer in your weekly bulletins throughout the year and print some flyers to post in your parish halls and entrances.

New Resource for Bulletins about November Abortion Amendment (Bulletin Materials)** -NEW
The Catholic Conference of Ohio (CCO) is the official voice of the Catholic Church in Ohio on matters of public policy. They are working with the dioceses across Ohio to equip Catholics in Ohio with the resources necessary to learn about the proposed amendment and take action to oppose it in November 2023.
The Catholic Bishops of Ohio strongly encourage Catholics and all people of good will in Ohio to work, pray and vote against the proposed amendment to the Ohio Constitution to prevent countless deaths of preborn, innocent children. The election will be on the ballot on November 7, 2023. Learn more about the Ohio Catholic Conference’s campaign at https://www.ohiocathconf.org/protect-ohio.

New resources available for your bulletins/newsletters – “Where does it say that?”: Please see the attached full-page bulletin insert from the Catholic Conference of Ohio about the dangers of the proposed abortion amendment titled “Where Does It Say That?”. The Conference has provided an electronic file so it can easily be passed along to your bulletin production company. Per the revised launch calendar, it is recommended to include this document in the August 26/27 bulletin, or in your next available bulletin per your bulletin deadlines. If it is effective in your parish, we also recommend printing this out and having copies available.
Note: A Spanish version of the “Where Does It Say That?” document is being created. We expect to have it within the next two weeks and will send it as soon as it’s completed.

The Tribunal staff has made available an ongoing in-service for pastors, associates, deacons, religious, directors of religious education, religious education coordinators and counselors in order to prepare them in facilitating pleas for nullity for persons within the community whose marriages have broken down and who may be seeking a second union recognized by the Church.
The in-service focuses on preparation of case histories, compilation of documents, witnesses and determining of the appropriate grounds of nullity. Covered also are other types of nullity procedures.
The size of the in-service is in small groups of between 8-12 participants and generally runs approximately two hours. The in-service is offered at either the offices of the Tribunal of the Diocese of Youngstown or at a parish in the Canton area. Interested parties, who have not already registered or who need a “refresher,” should call the Tribunal at (330) 744-8451, ext. 252, to have their names placed on the registrant list. You would then be contacted when there are at least eight registrants for a particular location.

The First Step to Service Program is a service-learning opportunity for students developed by Catholic Charities, Diocese of Youngstown. Catholic schools in the Diocese of Youngstown are part of a larger network of organizations and ministries that serve the needs of others as Jesus would. The First Step to Service Program will benefit schools and students alike by strengthening the connection between Catholic Charities and school aged youth; providing opportunities for students to deepen their faith; cultivating the minds of service-minded young people. Community Resource Guide
Catholic Charities of the Diocese of Youngstown shares the mission held by Catholic Charities USA: to provide service to people in need, to advocate for justice in social structures, and to call the entire church and other people of good will to do the same.
A Community Resource Guide was assembled to help those who help others, especially those in ministry at our local Catholic parishes, schools, and other institutions throughout the Diocese of Youngstown.
While Catholic Charities offers a range of services to meet local needs, we often rely on partners in the community to assist with the services we do not provide or when funding is limited. This Community Resource Guide lists those resources most typically needed by our clients and provided by various local organizations including, but not limited to, Catholic Charities.

Neighbors Not Strangers
Neighbors, Not Strangers is an interactive digital storytelling project by the Catholic Legal Immigration Network, Inc., or CLINIC. Through this initiative, funded in part by the Catholic Communication Campaign at the U.S. Conference of Catholic Bishops, CLINIC hopes to share powerful immigration stories from their network to show how immigrants are our neighbors to be encountered and embraced.

Not for Sale Ohio Community Freedom Summit -NEW
Human Trafficking is an industry that generates over 150 billion dollars a year, with 49.6 million people enslaved worldwide. In the United States, it’s estimated over 100,000 children are trafficked per year and that number is rising.
‘Not for Sale, One Step at A Time’ exists to shine a light on some of the most important things to understand about sex trafficking and labor trafficking including: how to identify the signs; who the traffickers are; who the victims are; and how parents can help protect their children.
They are a 501(c)(3) non-profit organization with a focus on education and prevention by raising awareness of human trafficking. Their mission is to equip and educate with resources that will empower the community to take action. They partner with local agencies, organizations, and law enforcement to end this tragedy and provide care for survivors. Their passion is to use their voice and work together within the community across Stark County, the state, and around the world.
Each year ‘Not for Sale, One Step at A Time’ hosts a Community Freedom Summit and One-Mile Freedom Walk in partnership with Walsh University. This year, it is taking place on Saturday, September 30th, from 10am-12pm at Walsh University. All are invited to attend.

The Catholic Echo is currently seeking submissions for the “Events by County” calendar for the November edition of the print magazine. For clarity, the Echo has developed deadlines to submit events for future print editions:

- Search for your listings at masstimes.org, which has collected Catholic Mass times for 25 years.
- Submit updates at catholicmasstimes.app as the most downloaded app for Catholic Mass times, with over 80,000 churches listed.
- Use a parish-owned email address to claim your Google Maps listing for every building address (including closed or merged locations). Search https://www.google.com/maps and then click “Claim this business.”

Catechetical Sunday: September 17, 2023
“Come to me all who labor and are burdened” is the theme for the 2023 Catechetical Sunday observed on September 17. All parishes in the United States will recognize the Ministry of the Word and those who have dedicated themselves to passing on the faith. It is recommended that a commissioning of catechists including catechists of children in the parish faith formation, the school, and facilitators of OCIA, bible studies and other small faith sharing groups be commissioned during the Sunday liturgies. A blessing for parents as the first catechists of their children is also highly encouraged. The featured presenter is Dr. Mike Carotta a long serving religious educator, consultant, and author who developed the small group resource “Whole Hearted.” The “Whole Hearted” free resource provides basic and helpful trauma awareness and helps participants move forward mentally and spiritually. Join with other leaders to explore how we can be a better listening community of faith.

“In Ohio, the dignity of life in its earliest stages is threatened by groups proposing an amendment to Ohio’s Constitution for the November 2023 ballot that would enshrine and expand abortion at the expense of protections for preborn children and women. 2023 Respect Life Program Theme: Radical Solidarity -NEW
The theme for the 2023 Respect Life Program is Radical Solidarity: to be courageously pro-woman, promoting a choice that truly accompanies, and supports women and their children. Packets with sample posters and prayer cards have been distributed at the Regional Respect Life Meetings held in August or mailed to parishes. Additional materials and information may be found at www.respectlife.org/radical-solidarity.
Respect Life Program materials are typically used during October, Respect Life Month, but may be used at any time throughout the year. The theme of Radical Solidarity is good to emphasize this fall as the Church in Ohio continues to speak out against the proposed pro-abortion amendment to the Ohio Constitution. Radical Solidarity is a reminder that we are not just against abortion, but we are for women and their children, especially through efforts like Walking with Moms in Need and many programs offered through Catholic Charities.

Walking with Moms in Need & INTO LIFE
Last year Bishop Bonnar wrote to all pastors encouraging the implementation of Walking with Moms in Need in their parishes. This initiative from the USCCB is to help parishes come alongside and accompany pregnant and parenting mothers facing difficulties. INTO LIFE – Love Changes Everything is a 12-part original series on accompanying a woman into life. The Sisters of Life and the University of Notre Dame’s McGrath Institute for Church Life teamed up to create an original 12-part video series based on the work of the Sisters serving women who are pregnant. Journey with the Sisters of Life as they explain what it means to walk with a woman who is pregnant and vulnerable. Learn what it means to deeply listen to and understand the heart of another, how to rejoice in the beauty of the individual person, and what it means to truly accompany someone into God’s life and freedom.

Walsh University and Not For Sale: One Step At A Time to Host Fifth Annual Community Freedom Summit in Fight to End Human Trafficking -NEW
Walsh University and Not For Sale: One Step At A Time are partnering for the fifth straight year in the fight against human trafficking by hosting the annual Community Freedom Summit and one-mile silent Freedom Walk on Saturday, September 30, from 10 a.m.-12 p.m. at Walsh University.
This year’s event will focus on the topic of sextortion. Sextortion is when an adult pretends to be the same age as a younger victim to get them to share explicit photos or videos of themselves on camera and then immediately starts demanding money. Ohio Attorney General Dave Yost will deliver the keynote on the Human Trafficking Initiative he created to build awareness of the problem and empower Ohioans to act. Streetsboro residents Tamia and Tim Woods, with the Do it for James Foundation, are coming to share their personal testimony on behalf of their son who committed suicide after being sextorted. The event will end with a powerful, one-mile Freedom Walk in silence to pray and reflect on those who have been silenced through the tragedy of human trafficking.

The U.S. bishops have approved the transfer of the celebration of World Day for Grandparents and the Elderly in the U.S. from July to the first weekend after Labor Day in September to coincide with National Grandparents (and the Elderly) Day in the United States as many local communities, schools, and parishes have celebrated for some time. St. Joseph Church Offers DivorceCare Support Group Free of Charge -NEW
DivorceCare is a 13-week course/discussion group for those who are going through or have gone through a separation or divorce. It addresses through education and discussion the most common issues associated with divorce/separation and promotes powerful healing so that you can move on to build a new life filled with promise and hope. The three components of DivorceCare are inspiring and educational video presentations, supportive and safe group discussions facilitated by trained facilitators who have experienced divorce, and resources for home use.
DivorceCare will be offered at St. Joseph Church in Austintown for 13 consecutive Mondays, 6:30-8:00 pm beginning on September 11. You need not be a member of St. Joseph or any church to participate. The sole purpose is to assist you on your journey of healing. The Diocese of Youngstown is sponsoring a Wedding Anniversary Celebration on Sunday, October 15th, 2:00 p.m. at the Basilica of St. John the Baptist in Canton, honoring couples observing their 25th, 40th, 50th, and over wedding anniversaries in 2023.
The Wedding Anniversary Celebration will include Mass with the Most Reverend David J. Bonnar, Bishop of Youngstown, renewal of marriage vows and a personalized certificate for each couple. Following the Mass, there will be a reception for the couples and their families in the parish hall. Couples must make advanced reservations for this event by contacting their parish office and obtaining their pastor’s signature before September 15th.
Marriage Preparation Engaged Couple Retreat Day
The next diocesan-sponsored one-day marriage preparation retreat days for engaged couples will be held Saturday, October 28 in the social hall at St. Columba Cathedral. Reservations are required. Lay Leaders of Prayer are a great assistance when a priest is not available to provide an opportunity and lead prayer for the faithful. Lay Leaders of Prayer often preside at Liturgy of the Word services with or without Holy Communion, Morning and Evening Prayer, Vigil Services for deceased members of the parish, Stations of the Cross and other devotional prayer services.

Federation of Diocesan Liturgical Commissions (FDLC) National Meeting
The 2023 National Meeting of the Federation of Diocesan Liturgical Commissions (FDLC) will be October 10-12, 2023 at the Netherland Hilton Hotel in downtown Cincinnati. This year’s national meeting is “Sign and Pledge of Communion: Masses with Children” and will celebrate the 50th anniversary of the Directory for Masses with Children. A special Study Day on Wednesday, October 11, 2023 is open to all – clergy, catechists, teachers, principals, parish ministers – involved with the preparation and celebration of Mass with Children. Plenary sessions include:
~ “Unless You Become Like a Child: The Challenge and Promise of Liturgical Childhood for the Church” – by Dr. Timothy, O’Malley, McGrath Institute for Church Life at the University of Notre Dame.

Liturgical Resources for 2024
In recent years the Office of Worship has offered various yearly Liturgical Resources from LTP (i.e. Workbook for Lectors, Gospel Readers and Proclaimers of the Word and the like). These resources were offered at competitive prices. Unfortunately, due to increased costs of the individual items, a substantial increase in shipping costs, and marginal volume of purchases, the Office of Worship cannot remain competitive in price with the regional religious goods suppliers. As a result, the Office of Worship will not be offering these resources this year for purchase. Parishes who purchased from the Office of Worship in previous years are asked to contact their local religious goods supplier for information about these yearly resources.

It is important for pastors to make every effort to accommodate and normalize the experience of Holy Communion for the faithful, including those suffering from celiac disease. Canon 912 states, “any baptized person not prohibited by law can and must be admitted to Holy Communion.” In the United States there are four approved distributors of low-gluten hosts known to the USCCB – Secretariat of Divine Worship:

EdChoice Scholarship Available for Catholic Schools (Bulletin Materials)**

As a result of Ohio House Bill 33, signed into law on July 4, 2023, all K-12 students in Ohio are now eligible for an EdChoice Scholarship that can be used toward Catholic school tuition beginning with the upcoming 2023-2024 school year. This includes currently enrolled children as well as any new student beginning their Catholic school experience this fall. Resources and updates are available at doy.org/edchoice.
The EdChoice Scholarship will cover a portion, or in some cases, the full cost of a family’s Catholic school tuition. A student’s specific EdChoice amount depends on the family’s 2022 gross adjusted income and family size. The amount could be as much as $6,165 per year for a student in grades K-8, and $8,407 per year for a student in grades 9-12.
