Safe Environment Policy -UPDATED LINK

Who needs to be compliant?
- All active clergy, religious, seminarians, and persons in formation are required to be compliant.
- All employees in parishes, schools, and institutions, including the Diocesan Central Offices, are required to be compliant regardless of their level of contact with children or vulnerable adults.
- Any volunteer who has unsupervised access to a child or vulnerable adult, or who works directly with a child or vulnerable adult, or who is responsible for a child or vulnerable adult on behalf of the Diocese, must be compliant.
Compliance Requirements (Available on the Safe Environment Page)
- VIRTUS Account Creation and VIRTUS Training
- Visit the Safe Environment page on the diocesan website to create an account and complete the online training in either English or Spanish.
- If you completed VIRTUS in a different diocese you can transfer or mirror your account by emailing a request to the VIRTUS online help desk (helpdesk@virtus.org). Please include your full name, email address, original diocese and new diocese, your new parish / school, plus a phone number in case they need to contact you.
- VIRTUS training is valid for five years. An online recertification module is required every five years to maintain compliance.
- Aside from VIRTUS, child/vulnerable adult protection in-service or online courses from other agencies, employers, dioceses, Scouts, etc., are not valid for compliance in the Diocese of Youngstown.
- Authorization & Verification and Acknowledgement Form (Appendix 9)
- Visit the Safe Environment page on the diocesan website to review an electronic copy of the Safe Environment Policy.
- After you have reviewed this policy, print a copy of Appendix 9. Both pages must be completed, and the document requires a witness signature for validity. The witness can be anyone.
- The original must be submitted to the Compliance Officer at your parish, school, or institution. The Compliance Officer will forward a copy to the diocesan Safe Environment Coordinator.
- Appendix 9 may not be edited. If any lines of text are removed, crossed off, or altered, the document is not valid for compliance.
- Fingerprinting and Background Checks
- Visit the Safe Environment page on the diocesan website to review our background check requirements, codes, and instructions, a background check location finder, and a list of criminal offenses that automatically disqualify an applicant from working with children or vulnerable adults.
- A BCI or BCI/FBI background check is required for compliance. In extraordinary circumstances, the Office of Safe Environment reserves the right to alter background check requirements for individuals, unless the requirements are stipulated by the State of Ohio. This includes the right to require background checks from other background check providers besides the Civilian Identification Office.
- Background checks are valid for five years and must be renewed to maintain compliance.
- The Civilian Identification Office must send the BCI and/or FBI background check results directly to the Office of Safe Environment at the Diocese. This needs to be communicated to the person doing the background check: Catholic Diocese of Youngstown, Attn: Office of Safe Environment, 144 West Wood Street, Youngstown, OH 44503
- If background check results are sent to the wrong location, they are not valid for compliance. Additionally, background checks completed for other agencies, employers, dioceses, public schools, certifications, etc., or in other States, are not valid for compliance in the Diocese of Youngstown.
A person is not compliant until their VIRTUS account notes the dates of completion for all three compliance requirements (VIRTUS Training, Appendix 9, Background Check).
Updating Information
Compliance Officers must submit a Change of Location Form to the Safe Environment Coordinator to add a new person to their Safe Environment Master Report or to request records from other locations. Individuals can be removed/inactivated by emailing the Safe Environment Coordinator. Compliance Officers should monitor the compliance status of individuals at their location via the VIRTUS database.
Reporting Child/Vulnerable Adult Abuse or Other Policy Violations
If you or someone you know has been abused at any time by a priest, deacon, religious, seminarian, person in formation, employee or volunteer of the Diocese of Youngstown, or if you believe that abuse has occurred or is currently occurring, contact civil authorities and also Mr. Dominic Colucy, Victim Assistance Coordinator, (office) 330-744-8451 x293 or (response line) 330-718-1388.
To report a violation of the Safe Environment Policy that does not constitute abuse or suspected abuse contact Mr. Dominic Colucy, Safe Environment Coordinator, (office) 330-744-8451 x293 or (response line) 330-718-1388.

Letters of Suitability
Please note that no priest or deacon may exercise ministry within the Diocese of Youngstown without being granted faculties/permission by the bishop. It is the obligation of the pastor of the parish where ministry or speaking engagement will occur (or other responsible person outside a parish setting) to ensure that the visiting cleric has obtained a letter of suitability. Without such a letter, the Diocese, the parish or school and the pastor or president could become legally liable should any wrongdoing occur.
The visiting cleric himself should ask his bishop or religious superior to send a letter of suitability to Bishop Bonnar. Letters of suitability are to be sent from one bishop/superior to another, not directly to a parish, since it is the bishop who is responsible for determining a cleric’s suitability for ministry.

Letter of Suitability Request Now Online
Very Rev. Balash would like to announce a new easier way for diocesan clergy to request a letter of suitability in the event you are engaging in ministry outside of the diocese. A new electronic request form is now available on the Diocesan website at:

Fill out the form completely and click “Submit.”
The completed form and request will be sent directly to the Office of Clergy Services.
Note: All information must be included in the request for a letter of suitability to be processed. It is asked that you submit your request at least 2 weeks in advance or earlier so that proper notification can be sent to the diocese and parish location that you will perform your ministry.

Parish Year of Eucharistic Revival -NEW
The second phase of the Eucharistic Revival has begun! Every parish has been asked to intentionally focus on the Eucharist this year by drawing greater attention to this wondrous gift.
Bishop Bonnar has requested that parishes engage in Eucharistic Adoration and form small faith sharing groups. Look for information from Fr. Jack Lavelle and Fr. Ryan Furlong with resources to help you foster a greater appreciation and reverence of the Holy Eucharist including:
- A reflection on the importance of Holy Hour devotions to the Eucharist.
- A sample format for Holy Hours celebrated in the parishes.
- Request for information about days and times that parishes have holy hours or regularly scheduled adoration.
- Information about Small Faith Groups centered on the Eucharist – materials and training sessions.
- Requests for brief parish histories for the March of the Eucharist sequel.
National Eucharistic Congress in Indianapolis Starts July 17, 2024 -NEW
The National Eucharistic Congress in Indianapolis is scheduled for July 17-21, 2024. Look for a packet of information by email and on paper containing information about the Eucharistic Congress and our diocesan participation in the event.
Cristina Hernandez Appointed Diocesan Coordinator of Hispanic Ministry | Cristina Hernandez Nombrada Coordinadora Diocesana del Ministerio Hispano -NEW
The Most Rev. David J. Bonnar, Bishop of Youngstown, is pleased to announce the appointment of Cristina Hernandez as Diocesan Coordinator of Hispanic Ministry, effective July 1, 2023. As Coordinator, Hernandez will build on the work of Father Brian Smith, who has served as Director of Hispanic Ministry since 2021 and will complete his role as he departs for graduate work in moral theology in Rome.

The following remarks were given by Dr. Valentina Culurgioni, postulator for the Cause of Servant of God, Rhoda Wise, at the annual Mass to pray for the Cause on July 7, 2023 at St. Peter Church, Canton:
Your Excellency, Bishop Bonnar, Monsignor Cariglio and all the Clergy, All devotees of the Servant of God Rhoda Wise,
I am very happy and grateful to be here with you today!
Rhoda’s Cause of beatification and canonization is now in the Roman phase. After the closing session of the Diocesan Inquiry, the Acts were sent to the Dicastery of the Causes of Saints in Rome. The Dicastery recognized the juridical validity of the Inquiry on July 5, 2019, and appointed, among its members, a Relator. The Relator is leading the redaction of the Positio super vita, virtutibus et fama sanctitatis (life, virtue, and reputation of holiness), which is a unique volume composed of a systematic re-organization of the documents collected in the Acts. This important task has been entrusted to Avv. Claudia Ciotola, our Collaborator, who’s doing very good work! We expect that next year, at this time, the Positio will be completed and will be ready to be submitted to the historians, theologians, and bishops of the Dicastery for their evaluation.
Every prayer that each of us offers is a little but essential drop in this deep sea. Please keep praying and witnessing to Rhoda’s intercession in your lives and keep witnessing the merciful love of God who gives us such friends to grow and be strengthened in faith and in His love.
Tribunal In-Service Available
The Tribunal staff has made available an ongoing, in-service for pastors, associates, deacons, religious, directors of religious education, religious education coordinators and counselors in order to prepare them in facilitating pleas for nullity for persons within the community whose marriages have broken down and who may be seeking a second union recognized by the Church.
The in-service focuses on preparation of case histories, compilation of documents, witnesses and determining of the appropriate grounds of nullity. Covered also are other types of nullity procedures.
Size of the in-service is in small groups of between 8-12 participants and generally runs approximately two hours. The in-service is offered at either the offices of the Tribunal of the Diocese of Youngstown or at a parish in the Canton area.
Interested parties, who have not already registered or who need a “refresher” should call the Tribunal at (330) 744-8451, ext. 252, to have their names placed on the registrant list. You would then be contacted when there are at least eight registrants for a particular location.
First Step for Change Campaign -UPDATED
Our annual First Step for Change campaign has officially ended – but your parish feedback is still needed for 2024! To date, we have collected more than $40,000 to purchase food, formula, diapers, clothing and other essentials items to low-income pregnant women, families and children served in our First Step Programs across the Diocese of Youngstown.

Community Resource Guide
Catholic Charities of the Diocese of Youngstown shares the mission held by Catholic Charities USA: to provide service to people in need, to advocate for justice in social structures, and to call the entire church and other people of good will to do the same.
A Community Resource Guide was assembled to help those who help others, especially those in ministry at our local Catholic parishes, schools, and other institutions throughout the Diocese of Youngstown.
While Catholic Charities offers a range of services to meet local needs, we often rely on partners in the community to assist with the services we do not provide or when funding is limited. This Community Resource Guide lists those resources most typically needed by our clients and provided by various local organizations including, but not limited to, Catholic Charities.

Social Media Helpful Hint – Facebook and YouTube still most popular -NEW
If your parish/school/Catholic agency is considering getting started with social media, Facebook and YouTube are still your best bets for reaching people. (And if you are already using social media and keep hearing that Facebook is dying out, be assured that it is still the most used.)

Catechetical Sunday: September 17, 2023 -NEW
“Come to me all who labor and are burdened” is the theme for the 2023 Catechetical Sunday observed on September 17. All parishes in the United States will recognize the Ministry of the Word and those who have dedicated themselves to passing on the faith. It is recommended that a commissioning of catechists including catechists of children in the parish faith formation, the school, and facilitators of OCIA, bible studies and other small faith sharing groups be commissioned during the Sunday liturgies. A blessing for parents as the first catechists of their children is also highly encouraged. Blindness by bird excrement, seven husbands murdered by a love-sick demon, a father with the corpses of his sons-in-law interred in the backyard, and a magical fish. These farcical elements make the book of Tobit a striking work of humorous fiction in a long Jewish tradition of storytelling. But it is more than just an entertaining read. We might well laugh, but we cannot laugh too hard, for we also sympathize with the characters’ sincere struggles to understand God’s plan for their lives. Two Proposed Amendments to Ohio’s Constitution – Please Do Not Get Them Confused! (Bulletin Materials)**
At the end of February the Catholic Bishops of Ohio jointly issued a letter in which they warn Catholics and all people of good will that “In Ohio, the dignity of life in its earliest stages is threatened by groups proposing an amendment to Ohio’s Constitution for the November 2023 ballot that would enshrine and expand abortion at the expense of protections for preborn children and women” and they encourage us to vote against this amendment.
In the meantime, another amendment to the Ohio Constitution is being proposed in a special election on August 8: Issue One, which would “require that any proposed amendment to the Constitution of the State of Ohio receive the approval of at least 60 percent of eligible voters voting on the proposed amendment.” Our Ohio Catholic Bishops have taken a neutral stance on Issue One on the August ballot since it does not have any direct moral content.
To summarize, while the Catholic Bishops of Ohio are encouraging us to vote NO on the abortion amendment on the November ballot (remember, “NO” in NOvember), they are not taking a position one way or another on Issue One on the upcoming August ballot.

Help Protect the Dignity of Life in Ohio (Bulletin Materials)
Life in its earliest and most vulnerable stages is threatened by groups proposing an amendment to the Ohio Constitution for the November 2023 ballot to expand and enshrine abortion at the expense of protections for preborn children and women. The Catechism of the Catholic Church proclaims that “human life must be respected and protected absolutely from the moment of conception.” The Church accompanies and supports women facing unexpected pregnancies and mothers through programs like Walking with Moms in Need and the services of Catholic Charities.
The bishops of Ohio strongly encourage Catholics statewide to unite in prayer and work to defeat this proposed amendment and its grave consequences for women and preborn children in Ohio. The following materials about the proposed amendment were sent to Ohio parishes by the Catholic Conference of Ohio:
– Protect Them Both Prayer Card: Unite with Catholics across Ohio in asking God to strengthen us as we defend and accompany mothers and preborn children

Regional Respect Life Meetings -UPDATED
Each August the Office of Pro-Life, Marriage and Family Life schedules regional meetings in anticipation of October Respect Life Month. This year these meetings are especially important because “the dignity of life in its earliest stages is threatened by groups proposing an amendment to Ohio’s Constitution for the November 2023 ballot that would enshrine and expand abortion at the expense of protections for preborn children and women” (Catholic Bishops of Ohio).
Priests, deacons, diocesan pastoral associates, seminarians, parish ministers, parish pro-life representatives, parish respect life group members and individuals involved in any pro-life ministry are asked to attend one of these three regional meetings which will take place from 7:00 to 8:30 p.m. on:
- Thursday, August 10 at St. Michael the Archangel Parish, Canton (3430 St. Michael Blvd. NW) in the St. Michael Room, which is on the lower level on the west side of the church building,
- Wednesday, August 16 at St. Michael Parish, Canfield (300 N. Broad St.) in the Social Hall, which is on the south side of the church building,
- Monday, August 21 at Blessed Sacrament Parish, Warren (3020 Reeves Rd. NE) in Holy Family Hall – enter near the church.

Walking with Moms in Need & INTO LIFE
Last year Bishop Bonnar wrote to all pastors encouraging the implementation of Walking with Moms in Need in their parishes. This initiative from the USCCB is to help parishes come alongside and accompany pregnant and parenting mothers facing difficulties. Anyone interested in establishing Walking with Moms in Need in their parish or region may contact Dave Schmidt in the Office of Pro-Life, Marriage and Family Life at dschmidt@youngstowndiocese.org or 330-744-8451 ext. 272.
INTO LIFE – Love Changes Everything is a 12-part original series on accompanying a woman into life. The Sisters of Life and the University of Notre Dame’s McGrath Institute for Church Life teamed up to create an original 12-part video series based on the work of the Sisters serving women who are pregnant. Journey with the Sisters of Life as they explain what it means to walk with a woman who is pregnant and vulnerable. Learn what it means to deeply listen to and understand the heart of another, how to rejoice in the beauty of the individual person, and what it means to truly accompany someone into God’s life and freedom.

Lay Leaders of Prayer are a great assistance when a priest is not available to provide an opportunity and lead prayer for the faithful. Lay Leaders of Prayer often preside at Liturgy of the Word services with or without Holy Communion, Morning and Evening Prayer, Vigil Services for deceased members of the parish, Stations of the Cross and other devotional prayer services. Potential candidates must be endorsed by their pastor to serve in this ministry. Registration details have been sent to all parishes.
Liturgical Resources for 2024 -NEW
In recent years the Office of Worship has offered various yearly Liturgical Resources from LTP (i.e. Workbook for Lectors, Gospel Readers and Proclaimers of the Word and the like). These resources were offered at competitive prices. Unfortunately, due to increased costs of the individual items, a substantial increase in shipping costs, and marginal volume of purchases, the Office of Worship cannot remain competitive in price with the regional religious goods suppliers. As a result, the Office of Worship will not be offering these resources this year for purchase. Parishes who purchased from the Office of Worship in previous years are asked to contact their local religious goods supplier for information about these yearly resources.
Federation of Diocesan Liturgical Commissions (FDLC) National Meeting
The 2023 National Meeting of the Federation of Diocesan Liturgical Commissions (FDLC) will be October 10-12, 2023 at the Netherland Hilton Hotel in downtown Cincinnati. This year’s national meeting is “Sign and Pledge of Communion: Masses with Children” and will celebrate the 50th anniversary of the Directory for Masses with Children. A special Study Day on Wednesday, October 11, 2023 is open to all – clergy, catechists, teachers, principals, parish ministers – involved with the preparation and celebration of Mass with Children. Plenary sessions include:
~ “Unless You Become Like a Child: The Challenge and Promise of Liturgical Childhood for the Church” – by Dr. Timothy, O’Malley, McGrath Institute for Church Life at the University of Notre Dame.
~ “Children as Natural Mystics: A Second Look at the Directory for Masses with Children” –by Dr. Donna Eschenauer, Professor of Theology, Saint Joseph Seminary, Dunwoody, New York.
~ “Liturgical Formation for and with Children” – by Sr. Sandra Demasi, SSJ, former Director, Office of Worship, Newark, New Jersey.

Low Gluten Hosts -REMINDER
It is important for pastors to make every effort to accommodate and normalize the experience of Holy Communion for the faithful, including those suffering from celiac disease. Canon 912 states, “any baptized person not prohibited by law can and must be admitted to Holy Communion.” In the United States there are four approved distributors of low-gluten hosts known to the USCCB – Secretariat of Divine Worship:

EdChoice Scholarship Available for Catholic Schools (Bulletin Materials)** -NEW

As a result of Ohio House Bill 33, signed into law on July 4, 2023, all K-12 students in Ohio are now eligible for an EdChoice Scholarship that can be used toward Catholic school tuition beginning with the upcoming 2023-2024 school year. This includes currently enrolled children as well as any new student beginning their Catholic school experience this fall. Resources and updates are available at doy.org/edchoice.
The EdChoice Scholarship will cover a portion, or in some cases, the full cost of a family’s Catholic school tuition. A student’s specific EdChoice amount depends on the family’s 2022 gross adjusted income and family size. The amount could be as much as $6,165 per year for a student in grades K-8, and $8,407 per year for a student in grades 9-12.
