Throughout November, at the end of the Liturgical Year, we remember in prayer those who have died. We support each other in our grief while praising God for the promise of eternal life with Jesus Christ.

The Communique collects important information provided by diocesan offices for parish ministry leaders. It also includes promotional materials for diocesan events and programs, where applicable.

Safe Environment Bulletin Announcements (Bulletin Materials | Materiales de Boletín)**

The following bulletin announcement regarding education, screening, reporting, and victim assistance, should be included bi-monthly (every two months) in all parish bulletins:

Who needs to be compliant?

  1. All active clergy, religious, seminarians, and persons in formation are required to be compliant.
  2. All employees in parishes, schools, and institutions, including the Diocesan Central Offices, are required to be compliant regardless of their level of contact with children or vulnerable adults.
  3. Any volunteer who has unsupervised access to a child or vulnerable adult, or who works directly with a child or vulnerable adult, or who is responsible for a child or vulnerable adult on behalf of the Diocese, must be compliant.

 

Compliance Requirements

  1. VIRTUS Account Creation and VIRTUS Training
  • Visit the Safe Environment page on the diocesan websiteto create an account and complete the online training in either English or Spanish.
  • If you completed VIRTUS in a different diocese you can transfer or mirror your account by emailing a request to the VIRTUS online help desk (helpdesk@virtus.org).  Please include your full name, email address, original diocese and new diocese, your new parish / school, plus a phone number in case they need to contact you.
  • VIRTUS training is valid for five years.  An online recertification module is required every five years to maintain compliance.
  • Aside from VIRTUS, child/vulnerable adult protection in-service or online courses from other agencies, employers, dioceses, Scouts, etc., are notvalid for compliance in the Diocese of Youngstown.

 

2. Authorization & Verification and Acknowledgement Form (Appendix 9)

  • Visit the Safe Environment page on the diocesan websiteto review an electronic copy of the Safe Environment Policy. 
  • After you have reviewed this policy, print a copy of Appendix 9.  Both pages must be completed, and the document requires a witness signature for validity.  The witness can be anyone.
  • The original must be submitted to the Compliance Officer at your parish, school, or institution.  The Compliance Officer will forward a copy to the diocesan Safe Environment Coordinator.
  • Appendix 9 may not be edited.  If any lines of text are removed, crossed off, or altered, the document is not valid for compliance.

 

3. Fingerprinting and Background Checks

  • Visit the Safe Environment page on the diocesan websiteto review our background check requirements, codes, and instructions, a background check location finder, and a list of criminal offenses that automatically disqualify an applicant from working with children or vulnerable adults.
  • A BCI or BCI/FBI background check is required for compliance. In extraordinary circumstances, the Office of Safe Environment reserves the right to alter background check requirements for individuals, unless the requirements are stipulated by the State of Ohio. This includes the right to require background checks from other background check providers besides the Civilian Identification Office.
  • Background checks are valid for five years and must be renewed to maintain compliance.
  • The Civilian Identification Office must send the BCI and/or FBI background check results directly to the Office of Safe Environment at the Diocese.  This needs to be communicated to the person doing the background check: Catholic Diocese of Youngstown, Attn: Office of Safe Environment, 144 West Wood Street, Youngstown, OH 44503
  • If background check results are sent to the wrong location, they are not valid for compliance.  Additionally, background checks completed for other agencies, employers, dioceses, public schools, certifications, etc., or in other States, are not valid for compliance in the Diocese of Youngstown.

A person is not compliant until their VIRTUS account notes the dates of completion for all three compliance requirements (VIRTUS Training, Appendix 9, Background Check). 

 

Updating Information

Compliance Officers must submit a Change of Location Form to the Safe Environment Coordinator to add a new person to their Safe Environment Master Report or to request records from other locations.  Individuals can be removed/inactivated by emailing the Safe Environment Coordinator. Compliance Officers should monitor the compliance status of individuals at their location via the VIRTUS database.

Reporting Child/Vulnerable Adult Abuse

If you or someone you know has been abused at any time by a priest, deacon, religious, seminarian, person in formation, employee or volunteer of the Diocese of Youngstown, or if you believe that abuse has occurred or is currently occurring, contact civil authorities and also Mr. Dominic Colucy, Safe Environment Coordinator/Victim Assistance Coordinator, (office) 330-744-8451 x293 or (response line) 330-718-1388.

LETTERS OF SUITABILITY

Please note that no priest or deacon may exercise ministry within the Diocese of Youngstown without being granted faculties/permission by the bishop.  It is the obligation of the pastor of the parish where ministry or speaking engagement will occur (or other responsible person outside a parish setting) to ensure that the visiting cleric has obtained a letter of suitability.  Without such a letter, the Diocese, the parish or school and the pastor or president could become legally liable should any wrongdoing occur. 

 

The visiting cleric himself should ask his bishop or religious superior to send a letter of suitability to Bishop Bonnar.  Letters of suitability are to be sent from one bishop/superior to another, not directly to a parish, since it is the bishop who is responsible for determining a cleric’s suitability for ministry.

Very Rev. Balash would like to announce a new easier way for diocesan clergy to request a letter of suitability in the event you are engaging in ministry outside of the diocese. A new electronic request form is now available on the Diocesan website at:

Fill out the form completely and click “Submit.”

The completed form and request will be sent directly to the Office of Clergy
     Services.

 

Note:  All information must be included in the request for a letter of suitability to be processed.  It is asked that you submit your request at least 2 weeks in advance or earlier so that proper notification can be sent to the diocese and parish location that you will perform your ministry.

Religious Retirement Fund Collection (Bulletin Materials)**-NEW

The Retirement Fund for Religious Appeal will take place in most parishes November 11-12.  The collection will be on November 18-19. Sacramental Records -Not Open to the Public -NEW

 

Sacramental records are not open for public viewing.  The parish should supply sacramental information for a specific person as a service, but not allow the books to be examined.  If you are supplying a scanned record, be certain that only the single record for the person requesting shows in the scan.  Do not scan a record for a baptism celebrated before adoption – make a certificate for that record using the name(s) of the adoptive parent(s), the child’s new legal surname, the date and place of birth, the date and place of Baptism, and the name of the minister who administered the sacrament.  The name(s) of the natural parent(s) and the sponsor(s) shall not be given and no mention of the fact of adoption is to be made on the certificate.

National Eucharistic Congress in Indianapolis Starts July 17, 2024 (Bulletin Materials)** 

The National Eucharistic Congress in Indianapolis is scheduled for July 17-21, 2024.

Bishop Bonnar secured one hundred and twenty-five tickets for the National Eucharistic Congress. This gives an opportunity for parish leaders who are involved in the small faith-sharing groups, or parishioners who have an interest, to travel with us to Indianapolis for a five-day event of community, worship, and fun.

The NEC flyer in this month’s Attachments folder provides additional information and an updated QR code where participants can register now. We recommend you provide this flyer in your weekly bulletins throughout the year and print some flyers to post in your parish halls and entrances.

The Catholic Conference of Ohio (CCO) is the official voice of the Catholic Church in Ohio on matters of public policy. They are working with the dioceses across Ohio to equip Catholics in Ohio with the resources necessary to learn about the proposed amendment and take action to oppose it in November 2023.

The Catholic Bishops of Ohio strongly encourage Catholics and all people of good will in Ohio to work, pray and vote against the proposed amendment to the Ohio Constitution to prevent countless deaths of preborn, innocent children. The in-service focuses on preparation of case histories, compilation of documents, witnesses and determining of the appropriate grounds of nullity. Covered also are other types of nullity procedures.

 

The size of the in-service is in small groups of between 8-12 participants and generally runs approximately two hours. The in-service is offered at either the offices of the Tribunal of the Diocese of Youngstown or at a parish in the Canton area. Interested parties, who have not already registered or who need a “refresher,” should call the Tribunal at (330) 744-8451, ext. 252, to have their names placed on the registrant list. You would then be contacted when there are at least eight registrants for a particular location.

The event features a hearty breakfast, a brief presentation from Bishop David J. Bonnar, a holiday bake sale, a basket raffle, a perishable/taxable goods collection, and “Education Stations” highlighting Catholic Charities’ ministries and services. Tickets are $25.00 per person. SOCIAL HOUR WITH THE BISHOP

Finally, to wrap up this global day of giving, Catholic Charities serving Portage and Stark Counties will host an inaugural Social Hour with the Bishop from 4:30 p.m. to 6:30 p.m. at the Canton Cultural Center, 1001 Market Ave. N., Canton. This event will include cocktails and hors d’oeuvres, as well as a “Bishop’s Signature Cocktail” option, “Education Stations”, a 50/50 raffle, a basket raffle, and live music! Additionally, all guests will receive complementary access to the Canton Museum of Art on the night of the event. The museum is located in the same building. Tickets are $50.00 per person. CRS Emergency Response in Holy Land (Bulletin Materials)** -NEW

Violent conflict in the Holy Land has escalated dramatically since an unprecedented Hamas-led attack on Israel in the early morning of October 7. The deadliest attack in Israel in decades, it was followed by retaliatory strikes on Gaza. More than 1,800 people have been killed and even more have been wounded. The United Nations has reported that in Gaza, more than 300,000 internally displaced people are sheltering in U.N. schools, public places and with family members. These numbers are expected to increase as hostilities continue. CRS has released a facts sheet to inform individuals about what is happening in Israel at this time, as well as to ask for support for emergency relief efforts.

Take Action for WIC -NEW

As Congress works towards finalizing bills that will implement the nation’s budget for the next year, we must remind them to include adequate funding for the WIC program to protect women, infants, and young children.

Without additional funding, there will not be enough resources to continue current operations and states may have to resort to waiting lists for the first time in decades. It is estimated that even with the Senate’s proposed $6.3 billion funding level for WIC, 600,000 mothers and children would be turned away when they seek aid.

Providing adequate support for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) helps do just that by providing healthy food and nutrition support for vulnerable moms, infants, and young children.

Presenter:            Very Rev. Nicholas Rouch, V.G., Vicar General and Moderator of the Curia for the Diocese of Erie, PA has taught at Gannon University and at the Institute for Priestly Formation at Creighton University in Omaha, Nebraska.  He received his doctorate in spiritual theology at the Pontifical University of St. Thomas in Rome where his dissertation addressed the relationship of Christian dogma and spirituality in the writings of St. John Henry Newman. He has directed retreats and days of recollection for laypersons, married couples, priests and for seminarians.

Thank you for your kind assistance to the Office of Faith Formation and Lay Ecclesial Ministry in maintaining accurate contact lists of parish personnel involved in leadership and on ministry teams as we strive to provide ongoing formation. By returning the updated personnel lists annually, persons are invited to formation appropriate to their areas of ministry. Additionally, a more accurate analysis of statistics is reported in diocesan, national and universal church data collection. Catechetical program reports are also requested. Diocese are required to report actual numbers of persons served in formation opportunities for adults, young adults, youth, children, families, and for sacramental preparation. Please provide us with the opportunity to verify accurate numbers by completing the catechetical report, according to your areas of responsibility. Please share information from others on your staff who oversee ministry areas beyond your position.

Sacramental Preparation in the Parish -NEW

The Parish is the central community of faith expressed and lived out by the believing and worshipping faithful. All sacraments especially Sacraments of Initiation rightfully are celebrated within the context of the parish. All persons whether enrolled in a parish faith formation process, a catholic school or a home-based catechetical process are expected to be prepared for and celebrate sacraments in the parish to which they belong and where they worship on weekends. Please be aware of the parish of belonging and respect the expectations of the diocese and the particular parish.

            Respect Life Program materials are typically used during October, Respect Life Month, but may be used at any time throughout the year. The theme of Radical Solidarity is good to emphasize this fall as the Church in Ohio continues to speak out against the proposed pro-abortion amendment to the Ohio Constitution. Radical Solidarity is a reminder that we are not just against abortion, but we are for women and their children, especially through efforts like Walking with Moms in Need and many programs offered through Catholic Charities.

Christ the King -NEW

The U.S. Conference of Catholic Bishops’ Committee for Religious Liberty has identified the Solemnity of Christ the King as a fitting moment in the liturgical year to promote the Church’s teaching on religious freedom.  The Committee has prepared materials to help educate the faithful about this Solemnity, which the Church celebrates this year on November 26, 2023.  

These materials include:

  2. A brief background on the Solemnity 
  3. A Novena to Christ the King

Marriage Preparation Engaged Couple Retreat Day -UPDATED

The National March for Life: January 19, 2024 in Washington D.C. -NEW

Ever since the unfortunate 1973 Roe v. Wade decision by the U.S. Supreme Court, those concerned about the right to life of unborn children have gathered annually in Washington DC to March for Life. The 2024 National March for Life will take place on Friday, January 19 on the National Mall in Washington D.C. and will include a Pre-Rally Concert at 11:00 a.m., a Rally at Noon and the March for Life at 1:00 p.m. For more information go to https://marchforlife.org/.

The following events will take place before or after the 2024 National March for Life in Washington D.C.:

– The March for Life Expo at the Westin D.C. Downtown Hotel on Wednesday, January 17 from 6:00 to 8:00 p.m.; Thursday, January 18 from 9:00 a.m. to 9:00 p.m.; Friday, January 19 from 9:00 to 11:00 a.m. and 4:00 to 7:00 p.m.

– The National Prayer Vigil for Life at the Basilica of the National Shrine of the Immaculate Conception in Washington D.C. usually begins with an Opening Mass at 5:00 p.m. on Thursday, January 18 and concludes with a Closing Mass at 8:00 a.m. on Friday, January 19. Celebration of Confirmation for Adults -NEW

The Sacrament of Confirmation for Adults will be celebrated on Sunday, November 19, 2023, at 4:00 p.m. in Saint Columba Cathedral.  This is a special opportunity for parishioners 18 or older who have not received the sacrament to join with other adults of the diocese.  Information and registration/eligibility forms have been mailed to all parishes.  Candidates are to be prepared in their parishes for this celebration.

Leader of Prayer Formation Series -UPDATED

The Lay Leader of Prayer Formation Series has begun at Immaculate Conception Church in Ravenna.  There are 17 participants.  Lay Leaders of Prayer are a great assistance when a priest is not available to provide an opportunity and lead prayer for the faithful.  Lay Leaders of Prayer often preside at Liturgy of the Word services with or without Holy Communion, Morning and Evening Prayer, Vigil Services for deceased members of the parish, Stations of the Cross and other devotional prayer services.  Upon conclusion of the series, they will be commissioned on November 15, 2023.

Gold Mass Scheduled for Pastoral Musicians -UPDATED

The first “Gold Mass” for all Church Musicians and Choir Members will be held on Sunday, November 12, 2023 at 4:00 p.m. at Saint Columba Cathedral with a light dinner following the Mass. Information and flyers have been sent to all parishes.

G.F. Handel’s “Messiah” at Saint Columba Cathedral -UPDATED

The Diocese of Youngstown is partnering with the Warren Civic Chorus to bring Handel’s most recognizable work to the Cathedral of St. Columba!  This concert will feature a collaboration with the Warren Civic Chorus Singers and the music directors from the Diocese of Youngstown.  In the spirit of bringing people together and sharing great musical experiences, all are invited to come fill the Cathedral and experience this wonderful musical event.  The concert will be on Monday, December 4, 2023 from 7:00 p.m. – 8:30 p.m. followed by a reception in the Cathedral Hall.  A free will offering will benefit Second Harvest Food Bank.

EdChoice Scholarship Available for Catholic Schools (Bulletin Materials)**

As a result of Ohio House Bill 33, signed into law on July 4, 2023, all K-12 students in Ohio are now eligible for an EdChoice Scholarship that can be used toward Catholic school tuition beginning with the upcoming 2023-2024 school year. This includes currently enrolled children as well as any new student beginning their Catholic school experience this fall. Resources and updates are available at doy.org/edchoice.

 

The EdChoice Scholarship will cover a portion, or in some cases, the full cost of a family’s Catholic school tuition. A student’s specific EdChoice amount depends on the family’s 2022 gross adjusted income and family size. The amount could be as much as $6,165 per year for a student in grades K-8, and $8,407 per year for a student in grades 9-12.
